Whoever owns the domain name owns the websites created on that domain name. When you buy your own dot com then you own it. If you use a siterubix subdomain then WA owns it.
In most localities you can start a business as a sole trader without registering. For legal and financial questions you should consult your own qualified advisers who are familiar with the laws in your part of the world. Don't rely on answers from the community.

If you are in the US, as far as I know, for affiliate stuff, you do not have to register with anyone until you start making money. Then the IRS becomes interested.
If you are selling physical products, it may depend on what you are selling. Used books? No one will care. Medical equipment? There's probably some laws you should look up.
But if you are following the Wealthy Affiliate training, you'll be doing the affiliate thing, so won't have to deal with physical products.
