If someone has a WordPress website and owns their domain name and hosting but does not have a login or password for the WordPress dashboard to make changes to the website. Is t

It sounds like your acquaintance needs legal advice.

Thank you Marion. That is what I was thinking as well. I think he is a little embarrassed that he did not get access to his website from the company that created it for him. He has access to the hosting company and the domain name but not the WordPress Admin.

The only clear way to do that would be to use the forgot password. If they signed up your friend using their name with their email address than he never really owned the site. When you create a website, you own that site as long as all fee's involved are current. When the company created his site they may have done so in their name and not your friends name if they were maintaining the site. He may want to create a new site in his name if he can't recover the sign-in information on his own.

Thank you! I assumed this as well. I think he feels a little hurt in his pride that he did not get access to control his website and now the company that created it is non-responsive or at least that is what he was telling me. I think his pride is hurt and may not be telling me the entire story but I thought I would ask on here to the more experienced people here at WA.
