I agree, there have been times that I haven't felt right about commenting on certain post topics. Although I haven't been using the Site Comments here as much as I'd like to lately since I've been too busy with other things to be here much.

But when I have used it in the past, either the topic was way out of my interests or I didn't feel like I could give a genuine comment due to the lack of knowledge on my part, or that it was aimed towards someone I'm not, so I had no clue how to comment.

But usually, I do give it my best try and leave a comment to the best of my ability. There's only been a few cases I've had to skip to a different one...not sure why it wouldn't let you skip...very strange. Hopefully, this won't be an ongoing problem.

With time it gets easier to make comments but also for me there are certain posts I cannot say anything about. It might be that the content is completely unknown to me, perhaps it really does not interest me so I prefer to do something else and come back later.
I always go to the About Me page as that often gives some helpful information.

Sometimes, I'll just close out of the site comment feature. Then come back in 15 minutes or so.

I too have seen a couple of people that request a bunch of comments on a post that I don't feel comfortable commenting on.

So, stay true to yourself and do not leave them a comment. It will take a while for it to not be offered as a post to comment on.

I don't comment on topics I can't offer any value. I am not sure why skipping didn't work for you. If it is a post that I am either not comfortable with or don't have anything good to add, I skip it.
