Is there a monthly cost for building, maintain
As Leo said, the premium membership costs covers everything. no hidden costs or anything.
If you promote WA, then you get paid on the first of each month via paypal. if you sign up wiht another affiliate program, it really depends on how they pay out. So you would have to check out the small print when applying to affiliate programs.
Most of this is covered in the training, so be sure to keep going with it and not skip any steps. Your best way of succeeding online is using the training and not deviating!

As a premium member all your hosting and such are included with your membership. The only other expense regarding domains is the cost of buying your own domain which you can do here for $13.99 per year.
If you are going to promote wealthy affiliate you will be notified each time you make a commission and you will be paid through paypal.
To add your paypal email address in order to be paid click the dollar sign at the top of the site, then click My Stats and then scroll down to the bottom and you enter your email address there.
Payouts are sent out on the 1st of the month.

Promoting WA: you can use the affiliate links to make others join WA through you. For each new free and paying member you get a commission paid out.
I mean being an affiliate for the WA a promoting the WA itself. And you don't have to be a premium member to promote the WA.
You will earn commission either way, however as a premium member you get the added training in Bootcamp and full access to everything else the WA has to build your business also the commission as a premium member is twice as much as it is being a free member.

The premium membership contains everything, except for the extra cost of domains. Domains also have a running cost and it is yearly. It is not a high cost however and it is something that WA pays to another registry again, so that's why that one is separate.
WA premium covers hosting, email, your website content, database and all the courses here you can learn and follow.
