Just wanted to know if the amount of searches being extremely high gives me a little wiggle room when choosing a keyword that may still have 100 competition.
Yes, but remember that you're still need to going to try to get to page one to be seen. People rarely visit sites not on page one.

4000 is a good number but as Mel says below you need to at least be on Page 1. I'd say your web site would need to be fairly well established with competition of 100.
