Hi, I have a friend that wants to sign up for WA under me. I have not yet set up my page for WA yet. How do I go about that?

Click on the $ coin icon up top. Choose Program Details. Your unique link will be listed there. Have your friend follow that link and sign up.
If they’re going to go premium right away you can go to that same coin icon and go to banners instead and send them the Black Friday deal.

You can send your friend to your affiliate link found on the following page:
https://my.wealthyaffiliate.com/share
You can use either your Black Friday or Normal Affiliate Links, they will both get your friend into WA where they can get started then choose if they want to upgrade to Premium :)

Thanks, that helps a lot. This happened by accident. My friend has tried affiliate marketing but like most of us to no avail. So, here we go, wish me luck.

I am having trouble trying to think of a way to get people to sign up with their email on my cite. What could I offer for free or as a gift for signing up.

I just Googled 'top tips on body cameras' and also 'top tips on dash cams'. The results might give you some ideas about writing a short report to give out to prospective buyers.
Believe me, when people arrive on your website they would rather download your report than go off to Google searching. People want things now and with the least amount of effort to find info.
