Hi. You probably don't want to think about trying to buy it from the owner. They are either holding it for a reason, or they are going to ask some outrageous price from you to buy it.
You're better off to choose something different and only pay $10-12 for your domain. :)

Many registrar's will have a button that you can make an offer to the current site owner that owns the site and see if they would be willing to sell you the site. Or you can do a whois lookup and contact the domain owner directly if they don't have their domain name listed as private.

A registrar is the company that you will be buying the domain from like godaddy or namecheap
no usually you will want to email the admin of the site if you do a whois look up it will give you that info. If you give me the domain name I can do a look up and give you the email you should use.

Why not simply go with by-selina dot com for now & keep your eyes on the byselina domain. It could become available down the road. In the meantime, you can build the site with the domain of by-selina. Once you have the bySelina dot com, you can re-route either to either. Just a thought.
The owner probably has the name of "Selina" & won't do anything with the domain. I would NOT contact the owner, they could just be sure to hold it in spite or want to "sell" it to ya for more than it could be worth to you.
P.S. I prefer withSelina.com . And it IS available right now.
