you can change any page, including pricacy page. Just make sure that the texts there make sense in the whole story around privacy.

If you mean that your privacy page allows people to comment on its content, this can be easily turned off (which is what you want).
Go to your WP dashboard, select pages, list of pages is displayed, find your privacy page and do a "quick edit" against it. Against the "allow comments" box, untick that box so that the allow comments box is empty and then click "update".
If your privacy page is actually a post, the instructions are:
Go to your WP dashboard, select posts, list of posts is displayed, find your privacy post and do a "quick edit" against it. Against the "allow comments" box, untick that box so that the allow comments box is empty and then click "update".
Rather it is a post or a page is not really important. The important thing is that the privacy statement is there.
