Is there any difference in terms of site speed between premium and premium plus membership?

It is irrelevant.

Clicking details on any domain within site manager, you can switch between Accelerated and Extreme.

SiteSpeed is ON with the following Caching Option:

The Site speed is not related to premium or premium plus but your website and what you do with it.
You could have awesome site speed as a starter, Premium or Premium plus it is your website site speed relates to rather than what membership you have.

Thanks Andre. Glad to know that. I'm using a Studiopress theme and also have minimum plugins. Not sure what's the problem.

Have you got yours set to extreme the other issue can also be not the number of plugins but the coding with the plugins that can clash with each other.

This will be a pain I have done this before as have others is to deactivate your plugins then re activate them one at a time and you will find which one may be causing the issue.

there is also another plugin which I can't remember offhand that can show you what plugins are slowing the website Hopefully someone can remember it and let you know.
Once yo have it you can delete it once more.
