Should you use external (outbound links) on your website pages and posts? This has been debated. There are both pros and cons to linking to other people's websites, but the pros outweigh the cons. Therefore, the answer is yes.
Probably the most compelling argument in favor of using external links is that it was found in an experiment that those websites that had external links ranked better than those that did not, even though everything else was equivalent in terms of getting ranked.
Caveat: The external links need to be to websites that are more or less authoritative in order to be helpful. Also, they should be to websites that are related to your own website niche. However, a link to an article on Huffington Post, even though this newspaper website is likely not in your niche, would also be a good external link. The thing is the article should be related to your niche or post then. Having external links to websites that are in your niche or similar to your niche reinforces to Google what your own website is about and boosts your own website authority a bit.
There's no argument that you should also use internal links in every page and post. So nothing more to say here.
How many external links and how many internal links should there be in every page and post? There should be 2 to 5 external links. There should also be 2 to 5 internal links.
I think it's probably better to be on the higher side for the internal links and on the lower side for the external links. So ideally, it would be 5 internal links and 2 external links on every page or post.
