I have the email successfully added as a POP in Outlook, and can both send and receive mes
Perhaps you could accomplish what you want by using IMAP instead of POP3. POP3 keeps the emails on your computer and IMAP keeps them on the server.
If I'm wrong contact Site Support. They're very good at this sort of thing.

Yes I experienced this as well, and Marion shared a tutorial on how to get rid of random user, by deleting them. Haven't had a problem them again.
Go to Settings > General and take the tick out of the box "Anyone can register". Mostly they are bots trying to hack your website.
Have you changed your admin user to contributor only? There is a way for scammers to get in through that and they can pirate your site. Log in to your site and go to users and change the admin user status to contributor only.
