Trying to decide the best font for on line viewing of my site. I've played around with them some but I wonder if there was one considered best?

what are others using within your niche...
have you tried fontpair.co
as others have said there is no 'ideal ' font but one that is readable across every platform and browser is ideal...
don't use too many fonts as this will slow down your site...
so look for two or three that you are happy with and stick with them...
ideally two and maybe change the weight if you need a heavier font...
matching a serif with a sans serif goes well or the other way around...
i am sure you have come across many articles like this one
https://ooligan.pdx.edu/serif-sans-serif-typography/
good luck
phil
just make sure you have about 30 articles on your site before pending a long time styling it, as google doesn't really care about styling and neither do most of your visitors, they want answers...
as long as your content is readable and answers their problem then they are satisfied...

Noto Sans

Also your preference of font, preferably black on white or shades of white, that converts the best.

There’s really no “best” font. The basic, easy to read ones are going to provide the best user experience. So stick with the basics! :)
