How do you zoom in and screenshot smaller portions or features of a webpage?
I use Monosnap. It is free and very handy and easy to use. There is also Jing which is free and does screenshots and records video.

How do I make sure my comment sections are implemented on my web pages?
page or post Art, On your Posts there is a comment section at the foot of your Post. But that is not visible from your web your Ural. if you click on the post it will take you to the post where your comment section is.
I have this same problem. Pages are different you need to active comments within your back office.
Under pages where all your pages are, click the page you want to active comments.then the quick set and it will take you to another page activate comments and update you are all set.
You can know go to the page on your site if it is not showing just refresh the page and it should show.
