Older posts, (already published) you need to go to the post and click on quick edit. Enable comments with the checkbox. This will need to be done to each published post.
MLPdap has the solution for future posts.
Go into your dashboard into settings and then into discussion. Make sure you have the box checked for allowing people to leave comments. Not sure if this is the issue, but give it a try. :)
On your dashboard when you click on all post and at the top right corner you will see a tab called screen options open that and click on comments do this also in your page tab.

The problem isn't that comments are turned off, because they are on. They can comment on the post once they click the title of the post/page... there just is no option to leave a comment while on the main page....

That is called a blogroll. You can set a static page and then direct people to the posts another way.
A blogroll is a list of your blogs. By default WordPress sets the front page of your site to this type of display. In effect you are listing the posts in reverse chronological order (last is first).
You have also set this display to be the full post. That is why you aren't seeing comments. Those are not included in the blog roll.
You can adjust the display so that it only shows a portion of the post and then adds read more to the end to direct people to the full post.
You can change this under Settings>>Reading and select the summary instead of the full text.

I'm wanting to offer a type of give away on my website. I want my visitors to have to do things to earn entries into the drawing. I've seen something similar on many websites

Yep I know exactly what you are talking about, its a great way to build a Facebook audience, the best thing to do is to ask to like your page (not just the post) then share the post. I've been involved in a company where they did this, they then picked out 5 finalists then put out 5 posts one for each person, then call for people to vote for the winner by liking the relevant post. The company I worked for chose the 5 people from 5 different locations that they wanted to boost their audience, so there is many choices to work this to your advantage. Hope that helps
