i, please what do i do cant buy a domain name because card issuers blocked cards from making payments online and no credits and no paypal bals.

I would always go for a dot com domain name vs dot net or dot org as people's perceptions when they start typing they would typically assume it is a dot com. And make sure it is spelled correctly as it cannot be edited once purchased.
I would not include dashes and check if the domain is copyrighted, trademarked and ' or registered to an established business.
The headquarters for Wealthy Affiliate are in Canada. It may work if you contact your credit card company and tell them to expect a a charge from Wealthy affiliate for $14.99 US dollars. How is it that your Premium membership charge was accepted?

Countries banned FROM WA List of Countries Those are Banned from Starter Membership (Update 1st June 2020) Senegal, Turkey and Nigeria cannot. However some folks my use VPN to disguise their location.
If your credit card blocked you, you need to call them and explain you have a transaction coming from Canada Wealthy Affiliate and you want them to accept (process) the charges. $14.99 US currency.

However, you may also start with a siterubix subdomain around a focused niche and build up content and until you are satisfied with your niche and name, down the line have your own dot com, as some affiliate programs do not work with a subdomain. Cost of which is $15 yearly each privacy included. You can then move your siterubix to your dot com applying the move feature found within the site manager which is an easy process.
Also please be aware that your desired dot com domain name may not be necessarily available at time of purchase.
Another reason is that if you made a mistake on a dot com domain, you won't be able to edit the URL, you'd have to purchase a new one.
