Yeah, when you are creating a Aweber broadcast or a follow up message you will see the little "paperclip" at the bottom of the editor (after the content area).
Simply click that and you can add an attachment to an email. Not very intuitive is it!
Please note that depending on the type of attachment and the name of the attachment, these can get blocked at a higher rate than a normal email. Sometimes people also don't trust attachments, so it can be better to deliver whatever you were planning to deliver on your website (typically).
